A plan for District 29 · Kalihi · Kapālama · Kahauiki

Parking, roads and safe sidewalks.

Cars parked on unimproved sidewalks force our kūpuna and keiki into the street. Here is a five-part, practical plan to fix it — make room to park, clear the sidewalks, and bring our streets up to standard.

5 concrete steps, from parking to drainage
3 levels of government working together
The five-part plan

Get cars off the sidewalk — and keep them off.

1
Create designated parking — and free up the sidewalk
Open up real places to park by repurposing underused lots — including the unused parking at Kam Shopping Center — plus neighborhood retail, parks, churches and schools, dedicating capacity to residential use. The goal is simple: give neighbors somewhere to park so cars come off the unimproved sidewalks that kūpuna and keiki have to share.
Kam Shopping Center Shared lots Residential use
2
Even, fair enforcement from HPD
Request consistent enforcement from the Honolulu Police Department to clear abandoned and improperly parked cars off the sidewalks — applied evenly across every block, so the same rules protect every family in the district.
Abandoned cars Even enforcement
3
Win city & county funding for sidewalks
Negotiate with the City and County of Honolulu for dedicated funding to build and repair the sidewalks our neighborhoods are missing — turning unimproved shoulders into safe, walkable paths.

4
Calm traffic on our main arteries
Implement traffic-calming measures — the proven tools that slow vehicular traffic on the main roads that cut through our neighborhoods — so streets are safer for the people who live along them.
Traffic calming Slower speeds
5
Bring private streets up to standard
Have the city purchase the private streets in our district, take over their maintenance, and upgrade them — including proper drainage — so no family is left paying for or living with a road that floods and crumbles.
